Sir James Aondoakaa Iorpuu, PhD, is a distinguished Nigerian civil servant, humanitarian leader, and public administrator with decades of service dedicated to governance, community development, and disaster management. He currently serves as the Permanent Secretary in the Benue State Ministry of Humanitarian Affairs and Disaster Management, as well as the Executive Secretary of the Benue State Emergency Management Agency (BSEMA).

02. Education
Sir James began his primary education at NKST Primary School, Pika-Mbatiav, and later completed it at RCM Primary School, Ihugh. He proceeded to Mbawua Secondary School, Ihugh, before completing his secondary education at Mbara Community Secondary School in 1985.
In pursuit of higher education, he attended the School of Basic Studies in Makurdi, where he obtained his IJMB certificate in 1988. He later gained admission into Benue State University, Makurdi, where he earned a Bachelor of Arts (Hons) degree in Religious Studies in 1999.
Driven by a strong commitment to academic excellence, he went on to obtain two master's degrees from the same institution: a Master of Science (M.Sc) in Mass Communication in 2005 and a Master of Arts (M.A) in Religious Studies in 2008.
Continuing his academic journey, Sir James attained a Doctor of Philosophy (PhD) in Religious and Cultural Studies from Benue State University in December 2024, marking a significant milestone in his pursuit of knowledge and intellectual development.
03. Public Service
Sir James Iorpuu began his career in the Benue State Civil Service in 1991 as an Assistant Divisional Officer in Katsina-Ala. Over the years, he demonstrated diligence, professionalism, and administrative competence, which earned him progressive promotions and key postings across the state.
He served in Makurdi and later rose to the position of Divisional Officer, with postings in Aliade and Adikpo. His consistent performance and leadership abilities saw him advance to the role of Senior Youth Development Officer at the headquarters.

In 2009, he transitioned into the Sports Development cadre under the Ministry of Youth and Sports, where he contributed significantly to youth engagement and institutional growth. Through dedication and years of service, he rose through the ranks to become a Director within the civil service.

Under his leadership, BSEMA has experienced significant transformation and operational improvement. He formalized IDP camps across the state, ensuring that they are officially recognized and adequately supported.
He expanded the agency's workforce by recruiting over 230 staff members to strengthen response capacity and improve service delivery. He also enhanced logistics by facilitating the acquisition of operational vehicles to support field activities.
Sir James introduced structured monthly distribution of relief materials to IDP camps and initiated agricultural programs aimed at promoting food security and self-reliance among displaced persons.
He also played a key role in fostering partnerships with international organizations, attracting greater collaboration and support for humanitarian efforts in Benue State. Additionally, he led the implementation of the IDP Enumeration Project, which improved data management and planning for interventions.

Sir James Iorpuu is a member and fellow of several professional bodies, reflecting his commitment to continuous development and excellence in service. He is a Fellow of the Institute of Corporate Administration of Nigeria and a Fellow of the Emergency, Crisis and Disaster Risk Management Institute.

Beyond his professional career, Sir James has been actively involved in community and religious leadership. He has served in various capacities within the Catholic Church, including as President of the Catholic Men Organization and President of the Laity Council at St. Thomas Catholic Church, Anum.
